In response to the requests of the people of Kinnaur's Chango region, and under the organization of Chango Palpung Tharlam Chötsok, on August 25, 2026, Tulku Damchoe Norbu Rinpoche, one of the monastic seat’s tulkus, visited Chango Palpung Özer Rabgye Ling to preside over the twenty-third Hundred Million “Mani” Mantra Accumulation. The monastic communities and people of Chango welcomed him with an elaborate reception ceremony and offered him a mandala along with the three sacred representations.

On the 26th, Rinpoche presided over the grand Hundred Million “Mani” Mantra Accumulation. On the 27th, Rinpoche bestowed the empowerment of Avalokiteshvara, who shakes saṃsāra from its depths and offered ethical guidance to the local devotees. In the afternoon, the twenty-third Hundred Million “Mani” Mantra Accumulation concluded successfully, with the local people presenting cultural performances featuring auspicious songs and dances.
